I recall reading elsewhere that iPhone’s running iOS15.x now require the tethered client to be capable of WPA3 encryption. I don’t currently have access to any devices still running iOS9.3.5/6 with which to verify functionality. I am able to test tethering between iOS12.x and an iPhone running iOS15.1.1 - and can confirm that tethering in this configuration remains fully functional.
